Big Issue with Profile Drop-down

I just logged in with a non-admin user account and the profile ‘drop-down’ is completely missing. I tried multiple accounts and multiple browsers–what happened? Also, the Notifications are super wonky on non-admin accounts. I’ve had users complain about it, that’s why I investigated. What is causing this? Why do I get the dropdown on my admin account but NOT on non-admin accounts?

Please help!

It’s just so weird, because it works PERFECTLY on my account, but for all of the users’ that I check it’s buggy.

Also, I tried adding the custom CSS from other threads, but it didn’t change anything.

Please make sure you do not have a active which hide wp-admin bar.
We are using wp-admin bar menus to generate right dropdown.

You can also try to deactivate any plugin which could restrict user access to backend or disable wp-admin bar.
